Ftp folder

I am using the ftp version in the url section I am putting the ftp host and ftp folder that I would like to upload to - ftp://example.com/public_html/files/
However all files are being uploaded to ftp://example.com/ - outside the web root folder so they cannot be accessed (Except by ftp), is there another setting for ftp folder, is my server messing up, or have I made some mistake?
I'd be grateful for any help

<PARAM NAME="url" VALUE="ftp://example.com">
<PARAM NAME="param1" VALUE="account">
<PARAM NAME="value1" VALUE="public_html/files">
